The Memorandum on Genuine Autonomy for the Tibetan People, submitted by the envoys of the Dalai Lama to their Chinese counterparts at their request in November 2008, seeks to bring together “all the Tibetans currently living in designated Tibetan autonomous areas  within a single autonomous administrative unit”. This briefing paper explains the key points behind the proposal for a single administrative unit.
