This ‘Note on the Memorandum on Genuine Autonomy for the Tibetan People’ is a Tibetan response to statements made by Chinese government officials on the content of the original ‘Memorandum on Genuine Autonomy for the Tibetan People’. The note was delivered to the Chinese Government by the envoys of His Holiness the Dalai Lama during the Ninth Round of the Sino-Tibetan Dialogue, February 2010.

“The President met this morning at the White House with His Holiness the XIV Dalai Lama. The President stated his strong support for the preservation of Tibet’s unique religious, cultural and linguistic identity and the protection of human rights for Tibetans in the People’s Republic of China. The President commended the Dalai Lama’s “Middle Way” approach, his commitment to nonviolence and his pursuit of dialogue with the Chinese government. The President stressed that he has consistently encouraged both sides to engage in direct dialogue to resolve differences and was pleased to hear about the recent resumption of talks. The President and the Dalai Lama agreed on the importance of a positive and cooperative relationship between the United States and China.”

Presidency of the European Union

The European Union condemns the recent executions of two Tibetans, Mr Lobsang Gyaltsen and Mr Loyak.

On the basis of its principled opposition to the death penalty, the EU, on 8 May 2009, called for a commutation of the death sentences handed down by Lhasa Intermediate People’s Court to several Tibetans, among them Mr Lobsang Gyaltsen and Mr Loyak, following the Lhasa riots in March 2008.

The US State Department has released its 2009 International Religious Freedom Report, in which it studies the situation in Tibet and states that: "During the reporting period, the level of religious repression in the TAR and other Tibetan areas remained high." Water on the Tibetan Plateau: Ecological and Strategic Implications for the Region E-mail

In June 2009, the Hague Centre for Strategic Studies convened a high-level roundtable on Water on the Tibetan Plateau: Ecological and Strategic Implications for the Region. This roundtable brought together water, environmental and security experts from Asia and Europe in the presence of the Dalai Lama. The report “Water on the Tibetan Plateau: Ecological and Strategic Implications for the Region” outlines and summarizes the discussions that were held at the roundtable session with the Dalai Lama.

UN Committee on the Elimination of Racial Discrimination (CERD)

The UN Committee on the Elimination of all Forms of Racial Discrimination (CERD) has called on the Chinese authorities to “carefully consider the root causes” of the protests which erupted on the Tibetan Plateau in 2008. UN-CERD also expressed concern at “reports alleging the disproportionate use of force against ethnic Tibetans” and called for the “guaranteed humane treatment” of those arrested in connection with the protests.

The Memorandum on Genuine Autonomy for the Tibetan People, submitted by the envoys of the Dalai Lama to their Chinese counterparts at their request in November 2008, seeks to bring together “all the Tibetans currently living in designated Tibetan autonomous areas  within a single autonomous administrative unit”. This briefing paper explains the key points behind the proposal for a single administrative unit.

March 10, 2009, marked the 50th anniversary of the Tibetan Uprising in Lhasa that led to the Dalai Lama’s escape from Tibet, and the first anniversary of an unprecedented wave of overwhelmingly peaceful protests that swept across the Tibetan plateau, to be met by a violent crackdown.

Since March 10, 2008, the Chinese government has engaged in a comprehensive cover-up of the torture, disappearances and killings that have taken place across Tibet combined with a propaganda offensive against the exiled Tibetan leader, Nobel Peace Laureate the Dalai Lama.
